Charging based on value in a non statistical account

I am trying to figure out three things in Netsuite. I thought I could do it with an allocation but I have researched it and don't think it will work.

The first thing I want is to charge and account based on the value of another account. As an example I want to charge my vacation expense account based on applying a percentage against the base pay accounts. So is my percentage is 2% of base pay the entry would record a debit to the vacation expense and credit the vacation accrual.

The second thing is similar to the first. I want to change an intercompany management fee based on a percentage of revenue. While similar to the first item the entry would be an intercompany elimination entry that would apply a management percentage to non intercompany revenue book a debit to a subsidiary and a credit to another subsidiary in the same account.
