Closing the headquarter!

Sorry for the dramatic subject! I know it sounds like we are filing for bankruptcy which is not the case but I couldn't come up with better subject for me question! ?

Previously we had one Subsidiary and all users and transactions were registered to that Subsidiary, after upgrading to OneWorld, I made the old USB as HQ and I created multi child SUBs and assigned a new users records to these SUBs, and the finance team did this week the financial end of year closing.

how can I make sure users can't post or add anything to the old SUB ? in in other words I want to close my headquarter for any new transaction.
