Adding hyperlinks to field help

We are wanting to add external links to our field help. We were previously doing this with this string:

<html><a href="http://website.com" target="_blank">Click here for more information </a></html>

That seems to be broken and no longer works in our environment. Can external links still be used in field help and if so what is the structure?
