Payroll Reporting Permissions

We are looking for a way to report on payroll accounts that allows users to see the effect of payroll transactions (i.e. paychecks) but not have the ability to look at particular employee pay information. We have a KPI that is sourcing different accounts via a saved search, but once a role has paycheck/payroll permissions removed, the search does not pull all results and numbers are skewed. Suggestions for a solution/workaround?
