How to do bulk data cleansing/update

Hi. I am new in NetSuite and was hired to work in data migration. I saw that the previous the data upload was a mess. How can I do bulk update to clean-up the data? Is there is a data management group in NetSuite that does this task? Or, do I have to go to the partner? Or, do I have to do it myself? Please advise. Thank you in advance.
