How do we enable OAUTH2 for a given role?

I do not see anything relevant to OAuth2.0 in Setup->Users/Roles->Manage Roles->Administrator under any of the permissions.

@Mikko De La Fuente-Oracle or @Erick Dela Rosa-Oracle can you help us out here?
