NetSuite All Hands Meeting

cannot apply credit memo to customer who prepaid
Created a credit memo from an invoice that was prepaid. Now I want to apply it to another invoice and I am unable to do so.
The customer deducted this credit memo to his latest order when he prepaid but system is not allowing me to use the credit so the invoice shows a balance due.
How can I either apply the credit memo or void it and reissue.
