Issue creating a Non inventory sale item via REST
We are having an issue creating a Non inventory sale item via REST.
Documentation for the API is at follows
Our error message:

We are not using SuiteTax.
Does this API support creating items if SuiteTax is not enabled?
The following url seems to suggest SuiteTax is needed:
