AE: Shipping Item - Shipping Restrictions
Creating Shipping Items (custhelp.com)
In the documentation for Shipping Items, under 'To Define Shipping and Handling rules'
Section 4 is 'Web Site Rules' where I can set which sites this Shipping Item is valid in
Section 5 is 'Shipping Restrictions' where you can select Country and Counties (States) that the Shipping Item is valid for.
I am testing configuring two Shipping Items with different Counties they are valid in - and on my SuiteCommerce Advanced site the Shipping Method auto-selects between the two Shipping Items based on the County of the Address selected (which is as expected).
As far as I can tell, these settings have no impact on the Shipping Method on an order created in the normal NetSuite User Interface.
