Using SCA without a Payment Card Gateway

I have just removed our Payment Card Gateway provider from our Sandbox (as we have cancelled our contract with them).

It seems that SCA will not function without a Payment Card Gateway, a Payment Processing Profile and Payment Methods (linked to the Profile).

Is there a way to configure SCA to work and only allow payment by Invoice? (Our site will be set to only allow logged in users).
