Milestones only complete when Actual hrs meet or Exceed Planned hrs on all predecessor/Child Tasks?

Seems like a pretty serious flaw and could cause errors or delays, making Milestones impotent as a tool. Even if all Predecessor/Child Tasks are manually marked Complete, The Milestone only becomes automatically complete if Actual Hours meet or exceed Planned hours. So if some or all of the Tasks are completed in less than Planned hours, even if the Assignees mark the Tasks Complete, the PM or his designee needs to still find those facts and manually mark the Milestone Complete. Likewise and just as problematic, even if the Child/Predecessor Task is not Complete, once all the Actual Hours spent
