SCA Gulp Local - view changes locally?

The Training Course shows this:

And implies that you simply add '/scs/shopping-local.ssp' to the end of the normal site URL in order to view a 'local' version of the site for testing before deploying back to NetSuite.

I have never been able to get this to work.

I run the 'gulp theme:local' command, and this correctly monitors the source files for changes (and I see it register file changes when I save them). But whenever I try variations of the above URL I either get 'page not found' or the spinning 'busy' wheel. Is there something else I need to do in order to view the local site?
