Tax reporting subtab missing

Hi

I need to do some Intrastat reporting for our German subsidiary. There are new fields that need to be on the report specifically in this instance Country Of Origin. After some research I installed the EMEA Localization bundle which installed the new fields into our account. However I now want to set the country of origin field on each item record so it pulls through into our transactions. However when I go into an item the tax reporting tab (where the new field sits) is not showing. I have customised the form and made sure that the subtab should show
