Project costing : changing the labor rate for a specific time entry

In Answer Id: 77897, it advises how to change the labor rate for a specific time entry:

"3.2 Set a New Rate Effective for a Specific Time Entry Only

3.2.1 Go to Resources >Time Tracking

3.2.2 Click Edit relevant to the time entry to be changed

3.2.3 Set Rate = Enter new rate

3.2.4 Set Lock This Rate = T

3.2.5 Click Save

3.2.6 Go to Transactions > Financial > Post Time > Cost amount should now reflect New Rate*Number of Hours."

However when I change the rate and set lock to T, when posting the journal it used the old rate, not the rate I entered above.

Please advise.
