Japan Balance Sheet Reports Permission Violation

when I open Japan Balance Sheet Reports and click "Refresh" button then it shows error message like this

"Permission Violation: You need a higher permission for custom record type Japan Balance Sheet Reports to access this page. Please contact your account administrator."

even I set all "FULL" permission to all Japan reports.

do you know why and is there any way to fix?
