Use an audience setting to restrict web-store access to just one specific customer?

How do we use an audience setting to restrict web-store access to just one specific customer?

I made a tab I want to hide. I put some items in it and some categories.

The tab, and all categories inside the tab, and all items inside the categories all have their audience setting set to "only customer X", but I can log out of our web store as "customer X" and still go to any of the URLs for any of the restricted items/categories.

What am I missing?
