NSC | Impacts of setting Custom Field Display Type to Hidden in its Setup Page and Form Settings
If a Custom Field is set to Hidden on the Field setup page or the Custom Form by default, that field will not be able to be unhidden by a Workflow on a Client Trigger.
As a workaround, use a Workflow as well to hide the field by default.
