Japan Consumption Tax Form reports got error

hello guys.

On the japan consumption tax report as custom role I get the error message "You do not have privileges to view this page" when I press Refresh.

in SB is fine but only in PD happen.

I checked Script Deployment and Manage Role but it is totally same and nothing change.

how do I fix this error?
