Vendor Bills - Payment Hold - cannot edit

Hi,

As administrators we need to be able to sometimes manually update the "payment hold" checkbox on a vendor bill. However my administrator rights does not allow me to do this. I click edit on the vendor bill, and try to check the "payment hold" checkbox, but simply nothing happens. Any advice?
