Facet Limit Performance

Can someone help clarify the facet limit performance guidance of approximately 40 facets? Since SC seemingly uses dynamic facets when returning search results (i.e., it doesn’t return facets for items not returned I search - I don’t know if it limits to a top N facets without further refinement though), is the recommended limit to be taken as “design your facets so that no more than 40 are returned in a search” or is it “don’t create more than 40 facets in your entire product catalog”?
