Why is the system allows committing partial quantity for Kit Items?

I have a customer who is saying System is committing partial quantity and that is why it is being fulfilled at partial, they have RF-Smart and that picks up partial quantity commitment, I tried to create a search to see if there are any open sales order with partially committed item (.5, or .9) but I cannot find any partially committed item, is there a setting somewhere that says commit the whole "Kit" or a documentation that NetSuite commits "Whole" kit.
