Do the filters in mass replenish by transfer order work?

When I put in department and or class in the filter criteria of the transaction replenish by transfer order, I expected the list of items in the selection list to be limited to those items. That does not appear to be happening. Am I misunderstanding what the filter for department and class are to do or does the functionalitity not work.
