Why is this Set Field Value Condition not evaluating correctly?

Good afternoon,

I am working on a Transaction Set Field Value Workflow where the Condition appears to not be evaluating correctly and I have not been able to determine why. It is probably something simple that I am just overlooking since I have only created a few simple workflows in the past (thought this one would be simple as well).

The intent is to remove the “TO BE E-MAILED” email address from the Communication tab of Sales Orders for a specific customer when the Sales Order is created, without relying on someone to remember to do so. I do not believe I have a trigger issue (yet), since the workflow initiates and evaluates the Set Field Value Action’s Condition statement. The Condition statement evaluates to FALSE, when it appears it should not. The screenshots below show how I have this set up and the results.
