Invoice > Billable Expense > where is Price Level coming from?

Hi,

I've investigating how the Price Level is determined for Billable Expense when an Invoice is created and came to a dead end.

The customer record has Price Level but I'm not sure how Invoice determines what to use.

Below is the screenshot of a sample Invoice. Do you have any insight?
