What is Average Cost Completion Unit Cost?

Could someone please help me undestand what the 'average cost completion unit cost' option does? I've read the explanation below, but I don't follow...in average, where would I see the deviations, how/who decides if the variances are valid and how are they incorporated into the assembly cost using an inventory adjustment? Regarding the open wip amount option what is the open WIP amount, where would I see that?
