How to customize Samples to Customer - Fulfillment email showing cost of item?

Here is an email that I received from our customer service/sales team. Any ideas on how to have the auto fulfillment email to show $0?

"This customer got an email for samples that they are being charged and it has our cost on it. It was an automatic email from fulfilments, so idk if doing samples this way is going to be the best way going forward because it's a different price than what we are quoting the customer."
