How to add custom field filter in Financial Report builder sections?

I am trying to filter my Financial report using a custom field but I am unable to pull the Custom field in the section filter while trying to build a Financial report using a Custom Layout. I have also tried using a Custom segment field but still its not listed under the section filter. I have attached the snip of the Financial report. Please advice.
