How to unlock Vendor Bills which were locked by a Workflow?

We had a workflow to lock vendor bill after it is approved. There are some roles should be excluded from Lock Record action. One specific role should be excluded, but didn't.

Now this specific role can not edit approved bills even after it's added in the workflow lock record action exclude list.

How to unlock these locked bills to this specific role?
