Why is the Allow Add Multiple form setting not working for both Inventory Transfers and Adjustments?

The ADD MULTIPLE option is not showing up on the inventory adjustment or inventory transfer form, even though when going to "CUSTOMISE" the form, the box is checked to allow multiple.

How do I get it added?
