How to resolve 'Nexus can't be changed' error when editing a sales order?

We are attempting to edit a line on a sales order for a customer based in the Netherlands (we are UK based) but when we click save we are getting the below error.

Record cannot be saved. Nexus cannot be changed from United Kingdom (1) to Netherlands (8) on an existing transaction.

The only thing we change on the sales order is the quantity on one item line to 0. Has anyone else come across this before and how ca we work around this?
