Why the 3-Way Match Approval Workflow does not work when set as Scheduled?

Hi, I guess I have an issue with my workflow. This is regarding the 3 Way Match.

  1. I've modified the native NetSuite's workflow to accomodate to our client's requirements.
  2. The workflow is the same until Approved status and once it gets approved, that is all parameters are good, based on the amount, it gets routed to other states.
  3. This works fine when the items are received and the billing happens after.
  4. However, when the user bills before the items are received, it goes to Pending Approval status as expected.
  5. I've added a Re-Validate button, that is routed back to Bill Validation
