How to resolve You must include a location for intercompany inventory transfers?

Trying to create a sales order that creates a Purchase Order against an intercompany vendor using a custom role.

When saving the sales order that will generate to intercompany PO we get this error: "You must include a location for intercompany inventory transfers".

The process works when using the Administrator role so it looks like a permission setting but we have been unable to identify which permission it is.

Checking the role, the Location restriction is set to none- no default.

Any ideas what else it might be?
