Why is Advanced Procurement bundle 57060 not in Account?

Hello Guru's,

One of our Customers has Advanced Procurement as enabled per billing information, all of the features are added. But the Bundle is not installed or in the account to be installed. Having some issues with Blanket PO approval and wondering if this is the route cause?
