How do I change or add external IDs?

For an item, how do I change an existing external ID? I don't see a field anywhere on the item form or when customizing the form to add the field.

Also, for a CSV import I want to assign external IDs to items that don't have any. But NetSuite is simply returning the error that an item with that name already exists in the system. What should I do in this instance?
