Custom Role to Manage Customer Returns

I am attempting to create a custom role that would allow my team to receive returns and create customer refunds. I would like this one role to have the ability to do both things, ideally with a dashboard that provides a list of what needs to be done - one list of returns to be received, one list of refunds to be issued. I have been successful in creating those within my admin account, but I cannot for the life of me figure out how to give the correct permissions to this new role. I created a role, using the
