one shipment with multiple item fulfillments

We have some wholesale distributors that purchase large quantities of items. We do not always have all items in stock sothere will be multiple item fulfillments records for picking. The entire order ships on the same pallet after all items are picked and packed. I can't find a way to combine all items in 1 shipment without marking each item fulfillment record shipped and generating a shipping label for each fulfillment record. Am I missing something or is this not possible? We use OzLINK for UPS shipping integration. Is there native functionality that will do this?
