Legacy Tax - Tax Item/Code for EU Country Shipping to Another EU Country

In the Legacy tax setup, we have two options to set tax codes for a country. See example below for Germany:
- If it's shipped within the same country (Germany): S-DE
- If it's shipped outside of Germany (i.e. , United States): O-DE
However, this does not account for shipping within another EU Country (i.e., Germany to France). In this case, we need a 3rd tax code field in the setup to default to ESSS-DE.
Is there a way to set this up within Legacy tax without using a workflow or script? Currently, the tax codes for these orders (shipping from one EU country to another EU country) is being incorrectly set to O-DE.
