Does the utilization of RFQ by vendors affect the user count?

Hi All,

My client has purchased the Advanced Procurement package. They only purchased for 15 users. I'd like to inquire about the impact of vendors using Request for Quote (RFQ). If I grant vendors the Vendor Center role, will these vendors consume the user licenses my client has purchased?
