Workflow to add percentage to shipping cost

We are implementing a WMS. In the shipping system we currently use, we can add a percentage to our cost. Does anyone know how to build a workflow to take the shipping cost that is pushed over to the item fulfillment and have it add a certain percentage on top of that for a total. I then need that to appear in a custom field on the sales order so accounting can see that during billing.
