attempting csv import of BOM Revisions giving error "Legacy BoMs cannot be edited."

I created a multi-file import of Advanced BOM Revisions that overwrites the component sublist in sandbox successfully. Now trying to do it in production and getting the error "Legacy BoMs cannot be edited." The feature to edit legacy BOMs is NOT turned on in either sandbox or production. Any ideas? This did work in sandbox about a month ago. Thanks!
