On Item Fulfilment of TO - 2 Items only show 1 Status option each?

I have no clue what's going on here.

On the item fulfilment of a transfer order, one item only has the status option of good and the other only has the option of broken but also has the option to enter an expiration date..?

I've not had this happen to any other types of orders or items yet.

I read that perhaps the status has to be set on the Transfer Order page, but I'm not seeing the option to do so.
