NSPB OPex prior year actuals is pulling Prior year before last

I have the following subsitution variables In NSPB:

BudStartMonth TP9

BudYr1 FY23

BudYr2 FY24

LastClosedMonth TP8

LastClosedYr FY23

PriorYR FY22

PriorYR1 FY21


When I am planning my opex and choose Prior Year actual it is pulling in my 2021 actuals instead of 2022.


Can anyone tell from my subsitiution variables what I have wrong?
