What permission am I missing to prevent error in Vendor Returns

Running in sandbox as different roles, including administrator. From a P/O I click "Authorize Return". A Vendor Return Authorization is created. I am redirected to the new record. I modify the items and quantities. I save the record and get the error below. The vendor return is created and available for further processing.

Permissions for Admin

Vendor Return Auth. Approval Full

Vendor Return Authorization Full

Vendor Returns Full

What permission am I missing?
