Employee Center - Create ER record on behalf of other employee

Hello,

Is it possible to create expense report on behalf of other user using the employee center? I would like the ability to select other employees while create expense report. In employee center, expense report record - employee field is disabled and cannot be changed.

I am trying to avoid to use full license and would like to know if i can fulfill this request by employee center.
