Allocation and negative on hand values

Hi,

We are having issues with negative on hand values. We have an item that we were watching closely to figure this out. We had zero on hand and zero available. An order came in for quantity one and it got allocated. How can an item on an order be allocated when there is no supply? I also noticed when I click on the allocated supply of one there is a supply quantity of 2 in the allocated supply pop up. What is supply quantity and why would it be greater than the quantity on
