Associated items not appearing for Landed Cost on Inbound Shipment

We have an Inbound Shipment that is linked to 1 PO and has 4 items under the item subtab, however when we try to apply a landed cost for shipping under the Landed Cost subtab 1 of the items does not appear in the Associated Items dropdown and we can not figure out why.
