WMS Limited Access User

How do I apply the new WMS Limited Access User license to a user. I have a customer with 80 full user licenses and 18 WMS Limited Access User licenses, when they try to add user number 81 they are told that they do not have enough user licenses. So we need to assign the 18 licenses to the relevant users.

This is urgent as they are going live tomorrow morning.
