Include Shipping in retail - still allow tax calculation on shipping

I have a tough one here... Has anyone solved for this?

We have a subsidiary that wants to include shipping in the retail cost of an item so that the customer does not see the shipping rate. They want shipping to only be taxed when the state charges tax on shipping.

Is there a way to include shipping in the retail item (retail price) for one subsidiary in a one world account.
