Item pricing from estimate to sales order

We recently ran into an issue where item prices were updating when we convert a quote to a sales order. Is this expected behavior or is it related to the expiration date of the quote? The behavior we think should be standard is that all pricing on an active, unexpired quote, would hold and transfer to the sales order when that quote is converted regardless of any price changes to those items in the interim. Please confirm the expected behavior of pricing when quotes are converted to sales orders.
