Inventory Transfer CSV Import - Invalid issueinventorynumber reference key NMPN-000001-SL1-055.

I'm at a loss. I'm trying to upload an inventory transfer and it's getting stuck on line 575. The item is in NetSuite, in the correct location, with the correct serial number and status. All of the other items up to this point have worked fine.

Any ideas why I'm getting this error?
